emergency rescue visa (H4045)
As part of its humanitarian and international responsibility, United for Humanity offers a special program titled the Emergency Rescue Visa (Code H4045). This visa is intended for individuals facing immediate threats to life, physical safety, or freedom, and whose governments are either unable or unwilling to ensure their protection.
1. Immediate Threat to Life or Physical Safety
Priority is given to individuals who are facing direct and urgent threats, including:
Armed attacks or targeted violence
Threats from extremist, military, or mafia groups
Severe domestic, tribal, or ethnic violence
2. Lack of Effective Government Protection
Applicants qualify if:
Their home government is unable to protect them from the threats mentioned above
They are themselves victims of persecution by state officials or security forces
They have no access to fair and effective legal recourse
3. Victims of Human Rights or Free Speech Suppression
Human rights defenders, journalists, political activists, and advocates for women’s or minority rights who face threats, persecution, or attacks due to their work may apply for this visa.
4. Survivors of Hostage Situations or Human Trafficking
Individuals recently freed from situations such as modern slavery, forced labor, sexual exploitation, or human trafficking, and who remain at risk from the perpetrators, are eligible for special protection.
Required Documentation
Identity and residence documents in the secondary country
Security or legal reports from credible national or international bodies
Medical or psychological certificates (if physical or mental harm has occurred)
Documented evidence of threats received (messages, images, court orders, official documents)
Support letters from human rights organizations (if available)
Note:
Individuals residing in secondary countries such as Malaysia, Turkey, Lebanon, Pakistan, Greece, Egypt, Afghanistan, and other crisis zones must provide valid and sufficient documentation to support their claims.

Applicants must complete the following forms:
H4045 – Emergency Rescue Visa Application Form
H4460 – Individual and Emergency Situation Assessment Form
These forms must be submitted through one of the following channels:
